I'm afraid to say that nothing can be done. Even InDesign default sample buttons remit the same behavior when exported to interactive PDF. You may try and see it in a new document.

OK, just checking as it wasn't clear up to now. Did you install clean from the original installer, or migrate? You mentioned migrating workspaces and some other elements.
