You have what I think is a Quark mentality (based on your terminology).
What if I want to see a text frame clearly without being distracted by
the background. I want the text to wrap appropriately even with the
layer beneath it turned off. So, I disagree with your assessment. That
said, it's a simple check box. Getting worked up over it seems
counterproductive.
