The way I see it is this: Until now, Adobe had a major incentive to
create new features with each new release of InDesign, the incentive
being, of course, that unless there were some good new features, people
would not upgrade. And despite that incentive, I'm not sure how well
they've really done with new features since CS4.
With the CC model, Adobe no longer has any incentive to create new
features. Think about it. Once we're on CC, we have to pay just to
continue using the software, which suits Adobe fine. Why should they
waste our money creating new features? We'll be paying anyway, just to
continue using the software, even if there aren't any new features on offer.
