Select the spread (in the pages panel) that will have the map and from the panel flyout menu uncheck Allow Selected Spread to Shuffle. You can then add a third page to the spread. Do the same for either the previous or next spread (depending on if the foldout is on the right or left) and add a third page on the opposite side of that spread to be the back of the map leaf.
