I'm running Windows 7, so not necessarily analagous, and I don't see that .dll associated directly with ID, so I'm not sure where it is supposed to be, if ID installs it at all. It's a Windows debugging tool, from Microsoft, so I'm a little surprised that ID won't run without it.
Let's see if we can narrow down whether the problem is in your user or the application. Create a new user account (with admin rights) on the machine, then lof in with that acocunt and see if ID will start. Let us know what happens.
