Is this only the page margins (the are between the margin guides and the edge of the page), or the entire area outside the page edge? Do you see menus? If you do, you can use View > Screen Mode > and select Normal to be sure youa re not using Preview Mode, but if this happens only when the cursor is hovering over a place on the screen I think I misinterpreted what's going on.
